School Management & Development Committee (SMDC)
• The Deputy Commissioner concerned of the district will be designated as Chairman of the School Management & Development Committee and concerned Circle Officer will be the Convenor. Day to day affairs will be looked after by the Circle Officer as Convenor. However quarterly meeting will be conducted by the Deputy Commissioner so that Adarsha Vidyalaya can be enlisted for various schemes from other Government department as a part of the convergence process.
• The composition of the School Management & Development Committee (SMDC) shall be as under:
1. Local MLA -Avisor
2. Deputy Commissioner -Chairman
3. Circle Officer -Convenor
4. Principal of Adarsha Vidyalaya -Member Secretary
5. Inspector of School cum DPC, SSA -Member
6. District Elementary Education Officer, DEEO -Member
7. One Principal of Local H.S. School (nearest school) -Member
8. SDM & HO of nearest PHC -Member
9. One Teacher Educators/Pedagogy experts from DIET/CTE’s -Member
10. Two Teachers of Adarsha Vidyalaya -Member
One for academic achievement
One for co-curricular activities
11. Four representatives of Guardian (Two should be women) -Member
In all other cases, nomination of the other members of the SMDC will be done by the concerned Chairman of SMDC in conformity with the guideline prescribed.
a) The tenure of office of the members of the Management Committee of a Adarsha Vidyalaya excluding the Chairman, Convenor and Member Secretary shall be three years, but they shall be eligible for re-nomination.
b) The members/office bearers of the SMDC will continue beyond the term of three years till the new committee has been reconstituted.
c) The teacher to be nominated would be one who has put in the longest stay in the particular school as on 31st December of the preceding year. It will be by rotation for the duration of one academic year and the teacher once nominated will not be eligible for re-nomination until all the teachers in that school had their turn as a member of the SMDC.
• Functions/Powers of the School Management & Development Committee:
Academic and Administrative Supervision of the Adarsha Vidyalaya.
The SMDC will have powers to carry out administrative and academic supervision of the concern Adarsha Vidyalaya. It will also ensure follow up action on the inspections carried out by the District Office and the Head Quarters’ Office and initiate appropriate steps for removing the deficiencies noticed at the time of such inspections. The SMDC shall also have the power to associate educationists and academicians for exercising appropriate degree of administrative and academic supervision over the concern Adarsha Vidyalaya. Without prejudice to the generality of the aforesaid power, the powers of SMDC shall cover the following areas:
(a) Analysis of strengths and weakness of the School.
(b) Progress with regard to the annual calendar of activities of the School.
(c) Audit objections and their settlement.
(d) Discipline.
(e) Analysis of results of School including initiation of steps for their improvement.
(f) Utilization of funds.
(g) Adherence to the instructions issued from time to time by Adarsha Vidyalaya Sangathan, Assam and Government.
N.B.: The above committee has constituted as an ad-hoc members of the committee. The members/office bearers of the committee will continue till the new committee has been reconstituted. .
